Scope of Services
Jeffrey D. Blume,
Limited is a
golf course architectural and land planning firm dedicated to
designing the highest quality golf courses for our clients. With
over fourteen years of experience, we have been responsible for
the design and construction observation of all types of golf
courses including municipal, daily fee, resort,
residential/country club communities, and private clubs. In
addition, we have worked within the entire spectrum of budgetary
constraints. A detailed description of the services we provide
is listed below:
Preliminary Master Planning:
Preliminary master planning
includes the cataloging of data from the project site and
client. This site analysis and inventory organizes and
prioritizes the projects attributes and liabilities, and forms
the basis from which the design can be created. Following the
site analysis, preliminary site layouts and golf course routings
are completed.
If the project scope incorporates several different land uses,
an overall land plan will be prepared. Should the client elect
to do so, this can include conceptual street and home site
layouts. In addition, preliminary cost analysis will be done to
help determine the project budget.
The preliminary master planning is completed when the client has
decided upon a concept with which they wish to proceed.
Final Master Planning:
Once the preliminary master planning is completed, the design
concept will be refined into its final form. The final master
plan will be the document which governs all subsequent phases of
design and development for the project. The plan is presented in
an illustrative format suitable for use as a marketing tool. In
addition, non-rendered copies are supplied to the necessary
consultants and permitting agencies.

Construction Documentation and Bidding:
Construction documentation includes the preparation of all plans
and specifications necessary to bid and construct the golf
course. The standard construction plans package includes:

(cart path location, bridges, rest station
locations, etc.)

Construction Specifications
During the preparation of the construction documents, revised
cost estimates will be created to ensure that the design adheres
to the projected budget.
Once the construction documents are completed, bid documents are
prepared and sent to qualified golf course contractors. Upon
receipt of the bids, we assist in the bid analysis and selection
of the contractor. Should the client elect to negotiate with a
contractor, we will assist in the negotiations.

Construction Observation:
Once a contractor has been selected and construction commences,
we will make periodic site visits to observe the progress of the
work and ensure that the design is being properly translated.
During this process, field modifications are made to the design
to accommodate any advantages or minimize any disadvantages
which may occur. In addition, the final marking of the golf
course features (fairways, bunkers, etc.) is completed in
preparation for the project opening.

Marketing:
Jeffrey D. Blume, Limited assists in the promotion of the
project through consulting with the marketing agency of the
client. In addition, we conduct a number of walking tours of the
golf course during construction to stimulate interest in the
local community. Invitations to these tours are sent to the
local golf media, prospective members or users, prospective
property purchasers (if the project includes residential real
estate), and influential members of the community.
We also attend the ground breaking and grand opening ceremonies,
and, at the discretion of the client, can make special visits to
promote the project.
Project Funding:
In recent years, we have developed a number of financial
contacts who, depending on the market and project, can assist
with project funding. In this regard, we act to introduce the
funding source, and offer this to our clients as only an option
for their project funding. Our sources operate in an independent
capacity, and fund based solely on a projects viability.
Consequently, we accept no fee for this service, and therefore,
do not guarantee results from these sources.
Additional Services:
In addition to our core services, we can provide assistance with
a projects permitting. In most cases this involves working with
a local engineer, as well as a number of state and federal
agencies, in order to advance a project through design to
construction.
We serve on the greens committee for a period of three years
following the opening of the golf course. This is done in order
that we may provide opinions in the golf course’s maturation,
landscaping, membership marketing, sales, publicity and
promotion.
